Guidance for assessment and cleanup of complex crude-oil and condensate spills
Guidance has been thoroughly revised for complex spills and discovered historic pollution. While the focus is on crude and condensate from production sites, pipelines, and tank farms, cleanup of refined hydrocarbons is also briefly discussed. There are seven steps from assessment through cleanup (or stabilization) to closure. In this new system, operators can follow the revised category/risk-factor pathway, which has fixed numerical cleanup criteria; can prove stabilization, with monitored natural attenuation (MNA) for the cleanup; or can use a risk-based corrective action (RBCA) approach.
