Norway＇s offshore petroleum industry has made very substantial progress within loss prevention over the last ten years. There is some basis for claiming that the industry is now a world leader in this area. At the same time, onshore Norwegian society rates poorly among the Scandinavian countries with respect to some key loss statistics. Recent application of offshore-generated know-how in a few sectors onshore has given substantial improvement. This paper suggests a model for use in systematically bringing loss prevention knowledge and progress to onshore society and to third-world countries.
